To me it would make more sense to do your practice in the order asana - pranayama - meditation. So pranayama would come before meditation. This is in line with Patanjali yoga, taking the bodymind from the gross to the subtle. Personally, I find that pranayama before meditation works well. It settles the mind. I must admit that I have never tried the reverse order. You could give it a try and see what works best. Most probably Patanjali was right, but you can’t be sure until you verify this yourself!
Yes, you may practice twice a day. It would be really admirable.

There will be differing views, according to personal preference. As Willem said here, gross to subtle is the overall direction as outlined in the Sutras, however practice is different and can be in either direction.
I personally prefer pranayama before asana because I feel I carry a much deeper connection to the breathing throughout my session and afterward too. Swami Vishnu Devananda, for example, put pranayama ahead of asana because he felt it was a good way to warm up for most regular folks. I believe it’s true. But again, personal preferences…
Twice a day? Great! But you want to balance that with an equally strong asana practice if you plan to sustain it for any considerable length of time. Intense pranayama practice can sometimes cause rapid shifts and fluctuations in strenth/tension relationships/alignment faster than the body can adapt them. You want to keep the body strong and clean for that possible scenario. It’s no fun.

If the pranayama you are doing is a calming pranayama (both by its nature and by its results in your nervous system) then it would be “okay” to do following meditation. Though I must mention it depends also on the nature and sort of meditation you are referencing.
If the pranayama you are doing is one that is not calming by its nature or effect then it such a thing would be best to do before an asana practice and well before meditation.
Yet again it all depends on intention. The tools of yoga can be wielded in many way. Some of them very sound and healthy.
