Well if it is experience-based then it is always the truth,like you suggest.
But many might taste the truth, or have glimpses, like you suggest, but then don’t attach much significance to it ,and so ,
in turn, don’t act on ,or live by it.
(In some gross sense they have then , by their own inaction perhaps, dismiissed it )
